Province of Barcelona: seminar on the contribution of decentralised cooperation to the 2030 Agenda

On 17 and 18 June 2019, the seminar «The Contribution of Decentralised Cooperation to the Achievement of the Objectives of the 2030 Agenda», organised by the Moroccan Institute for Local Development (IMADEL) and the Government of the Province of Barcelona (Diputació de Barcelona), was held in Marrakech.

The seminar had a twofold objective: to strengthen the role of local governments as key actors in achieving the Sustainable Development Goals and to analyse how the 2030 Agenda represents a framework for strengthening decentralised cooperation projects. The seminar brought together ninety people, including representatives of local governments in the Marrakech-Safi region and the province of Barcelona, ??the Moroccan Ministry of the Interior, civil society and academia, and research, as well as representatives of United Cities and Local Governments of Africa (UCLG Africa).

The delegation of the province of Barcelona was made up of 12 representatives from Sant Boi de Llobregat, Santa Coloma de Gramenet, Sant Feliu de Llobregat and Vilafranca del Penedès and CIDOB – Barcelona Center for International Affairs and the UB Solidarity Foundation . Ms. Laura Martínez, Acting Vice-President of the Province of Barcelona, led the delegation.

The two exchange days allowed to analyse local experiences of planning, evaluation and sensitisation in the framework of the 2030 Agenda and made it possible to know how the projects of decentralised cooperation between Moroccan municipalities and municipalities of Barcelona contribute to the 2030 Agenda 2030. Also, the seminar emphasised that the 2030 Agenda is not a technocratic agenda, but a political agenda that can be strengthened through international cooperation between local governments.

This seminar is part of the decentralised cooperation project «Strengthening local participative democracy in Morocco» between the Diputació de Barcelona and IMADEL, whose general objective is to strengthen local participative democracy in Morocco through the creation of a platform for exchanging municipal experiences and innovative good practices in the field of citizen participation and local public policies of gender equality.

The project, which ends in July 2019, involved 6 Moroccan municipalities and 10 municipalities in the province of Barcelona, ??which collaborated to strengthen their institutional capacities through activities in the Marrakech-Safi region as well as in Barcelona.
