By centering women, youth, and marginalised communities, it connects locally driven adaptation and mitigation with inclusive climate diplomacy and education for global citizenship, fostering solidarity and civic responsibility across borders. Through capacity-building, peer learning, and the exchange of local practices, decentralised cooperation enables local governments to translate global and European climate goals into concrete, locally grounded action while strengthening mutual learning and shared values.
