Comparative analysis of Monitoring & Evaluation systems

How to measure concrete impact of development cooperation programmes? Which tools for monitoring and evaluation (M&E) are best suitable for the context of local and regional governments? The Capacity and Institution Building (CIB) Working Group of United Cities and Local Governments (UCLG) has developed an analysis and policy recommendations on M&E tools.
Expert Beatriz Sanz Corella was contracted by the CIB Working Group to develop a comparative analysis of M&E systems in the context of local government capacity development. Based on a survey, a desk review and interviews with CIB members, recommendations have been produced as well as a report which aims to help find the most effective approach for tracking results and impact, while also matching donor requirements in the case of externally funded programmes.
