Decentralised cooperation in the spotlight at Nantes Climate Chance Summit

Following the success of the World Summit for Climate & Territories which took place in Lyon last year (1-2 July 2015), territorial stakeholders will gather in Nantes from 26 to 28 September for the Climate Chance Summit. The event for local and regional representatives is planned a few weeks ahead of the United Nations COP22 which will be held in Marrakech (7-18 November).
The Climate Chance Summit presents a rare opportunity to gather various territorial stakeholders, coming from different parts of the world, with different means of action. All are committed to fight climate change and its effects from the local level, thus participating to the achievement of Paris Climate Agreement (COP21) and contributing to the 2030 Agenda for Sustainable Development.
This year, city-to-city and region-to-region cooperation will be one of the major topics discussed at the Summit, with two sessions related to decentralised cooperation and partnerships, organised by the “multi-stakeholder coalition for climate”. This coalition is currently co-piloted by PLATFORMA, CEMR, AFCCRE, CUF and the Senegal-based NGO ENDA Energy-Climate-Environment.
• Forum Decentralised cooperation and territorial partnerships (Monday 26 September, 13:30-15:30)
This “world café” discussion will allow: to meet and exchange with other local governments, NGOs or development agencies involved in climate partnerships between territories; to participate to the definition of the coalition’s objectives and common key issues and common advocacy messages; and to participate to the identification of innovative initiatives and champions of climate partnerships.

• Workshop “Financing decentralised cooperation – mobilise new resources for resilient and low carbon development cooperation” (Tuesday 27 September, 15:00-16:30)

Participants to this practical session will explore various ways to finance climate partnerships: from existing programmes and financing opportunities at international, European or national level, to innovative practices to mobilise financial resources.
Various workshops on climate partnerships between territories are also on the agenda, such as:
  • Foster inter-cluster cooperation to boost innovation (26/09, 13:30-15:00)
  • Article 6 of the Paris Accords: new paths for financing regional transitions (26/09, 17:00-18:30)
  • City-to-city cooperation: an ideal level for exchanges on good practices to address the climate challenge (27/09, 9:00-10:30)
  • Cooperating to reinforce public action and local governance (27/09, 10:30-12:00)
  • Working together to bolster the territorial approach (27/09, 17:00-18:30)
  • Climate and ethics: the meaning of stakeholder’s commitment (28/09, 9:00-10:30)
The collective work achieved in Nantes will also feed the Climate Summit for Local and Regional Leaders of Marrakech City Council, in the margins of COP22, on 14 November. The Marrakech Summit will focus on the implementation of the Paris Agreement, and will be articulated around the thread of finance at the service of subnational and local governments.
Following the model of the Paris City Summit in December 2015, the Marrakech City Council Summit will also be part of the Action Agenda of the two “High-Level climate champions” of Morocco and France, and the Marrakesh Declaration will be brought out to high level negotiating authorities.
