DIBA | New publication on Global Citizenship Education planning for local authorities

Our partner Diputació de Barcelona (DIBA) has published a new document offering guidelines for improving local governments’ planning of Global Citizenship Education (GCED) as part of their development cooperation policy.

These guidelines provide support to local governments for GCED planning while highlighting its unique value within decentralised cooperation to fully harness its potential at local level. 

For local governments to develop a strategic approach to GCED, they must consider the unique characteristics of GCED as compared to the rest of development cooperation policy. This means, first, understanding the concept on its own terms. Then, taking into account the added value of local government in this field, GCED planning should adapt policy to the opportunities and constraints of the local context to be most effective.

The ideas and actions for each phase of the planning process presented are based on these two considerations, with the goal of guaranteeing the continual improvement of GCED.

Recommendations have been selected in line with the reality of local governments, avoiding any that would excessively increase the duration or cost of planning. That said, given the diversity of local contexts in which GCED is implemented, the guidelines should be read and interpreted by each local government according to its local circumstances.
