A support mechanism for the international action of local governments, by Cités Unies France
In 2017, Cités Unies France conducted a survey with local governments and their partners to better understand their expectations in terms of support for the implementation of their international action.
Against the background of scarcity of budgetary resources, cities and regions express the need to facilitate their access to funding, but also to have support for the development or evolution of their strategies for international action, to integrate new issues, particularly related to territorial development.
Cités Unies France, with the support of its partners (the French Development Agency, the Delegation for the External Action of Local Authorities / French Ministry for Europe and Foreign Affairs), has developed and set up a support system for local governments, in order to provide cities and regions with the necessary resources to enable them to sustain, amplify and legitimise their commitment to international action.
This support will result in the mobilisation and provision of expertise for local governments. It is therefore a question of reinforcing the quality of local governments’ approaches and projects linked to the international, by providing support to the engineering.
This support mechanism was launched by Roland Ries, Mayor of Strasbourg and President of CUF, on 26 October 2018.
As part of this scheme, CUF has also launched an call for tender: a Framework contract to support French local governments in their international action, aimed at identifying consultants interested in offering support services to French local local governments through this mechanism.
